Idaho Vandals given technical for no charge circle painted on court

In your bizarre news of the day, the Idaho Vandals were given a technical during their game today for not having a charge circle painted on the court. However, the technical was levied against the Vandals after the game had already started, which appeared to be against the rules.
Here’s the tweets of how it all went down according to the Vandals’ official Twitter account:
According to the official NCAA rule book, which can be downloaded here, an administrative technical foul regarding incorrectly marked division lines should have the following punishment:
"(Art. 1) One administrative technical foul only for all requirements regardless of the number of infractions. Penalized before the start of the game"
The refs, however, gave the technical after the start of the game, which appears to be against the rules. Obviously, this is a bizarre circumstance, but still an incorrect ruling.
Nonetheless, can we still make fun of Idaho for forgetting a vital part of the court? While it’s a new addition to the game, it’s still many years into existence, which means there was a major faux pas by someone at Idaho.
Luckily for the Vandals, they still were able to come away with a 79-71 victory over UC Davis, giving UC Davis their first loss of the season, even with the err in punishment.
