17. John Hugley – Pittsburgh to Oklahoma

2022-23 season stats: 8.0 ppg and 3.6 rpg

Injuries limited the 6’9 center to just eight games this past season but as a true sophomore, Hugley led the Panthers with 14.8 ppg and 7.9 rpg. His big frame and post-scoring ability make him a big pickup for the Sooners and can be an instant starting center at the Big 12 level. He’s not the kind of all-around player that Tanner Groves was but Hugley will give them offensive consistency inside.

16. DJ Horne – Arizona State to NC State

2022-23 season stats: 12.5 ppg and 3.4 rpg

Horne has 107 combined starts at both Illinois State and ASU, averaging 12.5 ppg in the past two years with the Sun Devils. The 6’1 guard had four games with at least 20 points, including 25 against Northern Arizona and 22 points and seven rebounds versus SMU. He comes back home to Raliegh, where he’ll help replace the scoring production of both Jarkel Joiner and Terquavion Smith in the backcourt.

15. Javon Small – East Carolina to Oklahoma State

2022-23 season stats: 15.8 ppg, 4.8 rpg, and 5.6 apg

The 6’2 guard led the Pirates in both scoring and passing, shooting 33% from deep on six attempts a game. Small, who was limited to 18 games overall, had 27 points and six rebounds against Indiana State, as well as 21 points and 10 assists versus Coppin State. The Cowboys lost Avery Anderson in its backcourt but are hopeful that Small and his all-around production will translate to the Big 12 level.
