We’re fewer than 40 days before the start of the 2023-24 NCAA Basketball season. And preseason coverage is underway here at Busting Brackets and elsewhere. That includes various team, conference, coach, and individual power rankings.

This piece will be about the best returning NCAA Basketball players for this year. It’s only for D-I players so freshmen, foreign, and JUCO players won’t be included. With so many extra-year seniors and players transferring up a level, it’s as hard as ever to compile a list.

This will be about where I project each of these players when it comes to their statistical and win/loss impact throughout next season. So some guys who may put up big numbers on average teams may get docked a bit.

One player that would’ve made the cut was Zach Freemantle of Xavier but I opted not to have him on since he’s reportedly set to miss the entire season. I’m also going to ignore whether players are going to get a waiver from the NCAA or not since there are some two-time transfers that have a case of being ranked in the top 100 as well.

Here’s a list of who just missed the cut before I go from 100-1.
